You'll progress through the dam following Tommy and you'll make your way to the top. If you continue to follow him, you'll go across the dam and eventually behind a building. You'll see a pup, Buckley, laying down on the right hand side next to a brick building playing with his toy. Walk up to Buckley to pet him.
