How to unlock the Shuriken Starburst achievement in The Revenge of Shinobi - Definitive Guide

To do this you simply just need to do a double jump (done by hitting the jump button a 2nd time at the peak of a jump) then hit the attack button immediately after to throw 8 shurikens simultaneously.

Jump and in the air at the highest point, press jump again to do a somersault. And while doing a somersault, throw shurikens.
