How to unlock the Not On My Watch achievement in The Saboteur - Definitive Guide
Simply kill the Nazi's who are harassing the parisians, repeat 40 times.
Should you not have 40 by the end of the game you can always go to the NE part of the map which is always grey.
You do not have to kill the Nazis that are harrassing a group of civilians. Just getting their attention is enough to count.
For example if you are not disguised, simply stand in view of the harrasing guards (or 'terror squad') and get out a weapon, you will then have got their attention and they will be suspicious of you. At this point you will recieve the controband reward for saving the civilians.
Simply put your weapon away and move away from the area before the guards raise an alarm.
Start at the intersection where the 2 civilians are beeing bullied by 3 evil nazis. Be sure to have a fast car for an easy getaway when the alarm sounds. Kill the nazis and drive south until the alarm fades.
The good thing is that by driving south you enter another district (chinatown) and by going back to the intersection you enter back to the district you started in, this respawns the civilians and the nazis.

If you have already liberated that area you can start a new game and drive to that area, only takes about 20 minutes.
You don't also necessarily need to kill the Nazi(s) who are harassing the victim. Just pull out a weapon and get their attention, then push B to put the weapon away and you still get contraband without setting an alarm.
When I was about two thirds of the way through the campaign, the Monmartre area (where you begin the game) was plunged back into film-noir grey as the result of an event during the campaign. After that, three civilians are lined up at the center of the box shown here:
A silenced weapon is recommended, but as long as you kill all three Nazis you will gain credit for saving three civilians at once. All you must do now is run a lap around the triangular road area there (toward the text that says Gare De L'est) and they will respawn so you can do it again -- I drove around counterclockwise, though I'm unsure if it actually makes a difference.
The area begins in a film-noir grey at the beginning of the campaign so these civilians may be available right at the start of the game, but it's been some time and I can no longer recall seeing them there before the event described above.
Note that these "events" don't happen randomly, but in fixed locations. As you drive around Paris, be on the lookout for a group of Nazis aiming their guns at civilians. Once you found 3-4 corners where Nazis want to execute someone, drive around these spots and do them again and again. You recognize if they yell something like "Du wirst jetzt sterben" or "Wo ist die Resistance?" and you see 1-3 civilians kneeling with hands behind their heads while some Nazi point their guns at them. You will definitely earn this over natural play as you go through the freeplay events; just kill them quickly and search for another spot. You can check your progress in the Stats menu.

Note: These events do not occur in random locations. Once you find a location, it is possible to farm it for civilians. One great location I found is just southwest of the Belle in Paris Area 1, near the city checkpoint. By following the loop shown in the map in blue below, I was able to get up to 40 civilians in under an hour. The civilians will be at the spot marked in red. See the map below:
This method should work for every spot located. If, however, you have already 'inspired' all the areas of Paris, then head to Saarbrucken which is permanently black and white. If you don't already know, there is a switch to the left of the border gate so you can get through.
