To start you will be told to head to the Zeppelin fueling platform, make your way there by any means necessary and get to the top of the short station and use the radio.
A zeppelin will then eventually make its way to the fueling platform (along with some enemies), take them out and then enter the zeppelin. It will automatically take you to where you need to go.
After the zeppelin stops again, jump down and take out the single sniper. You will then be told to Save Veronique, take out the executioner and then make your way down to Veronique before she dies.
