The Sinking City

Your first investigation of the game will eventually take you to the Under The Keel Bar. After speaking with the bartender you'll obtain a key to a room upstairs. From the bottom of the stairs, before going up them, look to the right. There will be a woman behind a table in the corner of the room. Theoretically, you can probably approach her before even speaking to the bartender, but I didn't until after, so I'm just telling you how I did it. When you interact with her, she will offer you a fortune in exchange for 1 bullet. Pay her with the bullet, listen to the fortune, and pop goes the achievement.
