How to unlock the Powered Up achievement in The Surge 2 - Definitive Guide
This probably doesn't need a guide....
You collect techscrap by killing enemies (or as a reward for completing quests or find piles and caches while you explore the world). At Med Bays you can spend the techscrap to increase core power. Each new level costs more than the previous one.
You will get this achievement sooner or later, because increasing core power is a crucial thing for progressing in the game.
Most likely you will unlock it not long after killing Little Johnny (the first major boss) and Brother Eli in Port Nixon. There will be more areas to explore and more enemies with better scrap reward to kill.

Scrap is obtained from killing enemies, found hiding in the world as small yellow triangles, or from completing side quests. This is the game's currency and will be used to raise your core level. This awards stat points and allows you to wear better gear and install more mods. After going for Can't Trust Banks (20G) this will be easy to get if you put all that savings into your core. You'll need your core level up much higher than this by the end of the game though, so don't worry about it too much early on.
