It only seems that you need level up all the victims or killers to 5 at the same time, I did this at level 19 by respecing my 2 level 10s and levelling all victims to 5. I did have just about enough points to have done it at 18 though.
Edit: The bare minimum level this is possible with is 17 with exactly enough skill tree points per character (19 each) with none over enough for level 5. thanks Axiom Candy and GS13 ERGO PROXY in the comments for the info.

I'm not sure about mixing killers or victims but it does work on all of either when they are level 5 at the same time. I didn't specify that very well, respecing does cancel progress though since I had played all victims to 5 at different times with respecs before without any achievement.

Thought I would post an updated guide since a patch has fixed the glitch...
Originally, on release, you could level up just Family OR Victims, five on either side. You can no longer do this, as per the original guides below. You now need to level out ALL five original characters on BOTH sides - Connie, Julie, Leland, Sonny and Ana for Victims, Leatherface, Cook, Johnny, Sissy and Hitchhiker for Family. You do NOT need to level up DLC characters for this.
To reach Level 5 with all of the original characters, you need to reach MINIMUM Level 33, and allocate 19 skill points into each character. You can level your characters however you like until hitting level 33. You can then Respec them by pushing in the Skill Tree menu to reallocate the points, in order to make this less of a grind. I focused on one killer and one survivor mainly, but this is purely optional.
Once you hit level 33, Respec everyone in their Skill Trees and put 19 points into each character. This should net you the achievement. You can then Respec again and reallocate if you like, its totally flexible.
Hopefully this is a bit more helpful...

I think this achievement might be bugged but in a good way!
I dont ususally add guides but i have 5 characters level 5 out of 10 and got the achievement. Ill tell you what i did so you can try out and see if it unlocks like i did. Here are the characters i have to level 5.
-Ana
-Connie
-Leland
-Leatherface
-Hitchhiker

Would've loved unlocking this with your solution but it seems they fixed that. Had to level up 10 characters to 5, but that made the achievement more satisfying to unlock tbh.

This guide is to get the achievement at the earliest possible point, obviously it's easier to get after leveling up further.
This can be done as soon as you reach level 17, when you have exactly enough skill points. I managed to get all five family members to level 5 by giving them exactly 19 skill points each. Some say you can do it on any five characters but I did all the villains to be on the safe side.
You'll have almost certainly levelled up several characters already by this point, and probably higher than level 5. You need to respec each character's skill tree to get all your points back (press Y on the skill tree screen), and then start over, being careful to assign exactly 19 points to each which should make them level 5.
Be aware that some of the random perks in the skill tree cost 3 points so avoid those and go for the 1 or 2 pointers wherever possible. I found that if I selected the 3 point perks I got stuck in the tree at a 2 point perk with only 1 point left to spend. If this happens start over and make sure you only pick 1 or 2 pointers. If you go wrong and can't get the final character past level 4, check that the other level 5 characters have 19 points assigned and you haven't gone over somewhere.
Once you get five characters to level 5 it pops (if not, restart the game) and you are of course then able to respec any of the characters again to your own preference.

You only need to do 5 characters as opposed to all 10 to level 5, reduces the time by quite a few levels. I got this at level 18 but probably could have been done at 16/17 if I was more efficient with skill points. I’m guessing this will be fixed so do it quick! 8/21/2023
