As with many achievements in TW10, I got this using a custom course made up of St. Andrews #9. It is a driveable par 4, making it an easy 100% GIR and FIR.
Any easy par 3 will work as well, but the margin of error is smaller on a par 3. (You can hit a fairway on St. Andrews #9 and still get GIR on your second shot.)
You do, of course, need to use tuned clubs to get this achievement, so just go into the club tuner, tweak each club a tiny bit (one notch less loft, for instance) and save them. Use that set to get the achievement.

Your clubs setup can be tuned to your personal taste in the Player Tuning section of your created players career mode menu. The clubs are bundled into four separate groups which can be tuned separately:
DRIVERS, FAIRWAY, WOODS, IRONS and WEDGES.
Putters are not tunable, so don't worry about them. You only have to make minor adjustments to each club set, saving them after each is tuned.
