You must remain at #1 in the EA Leaderboards on the Road to the Masters for 10 consecutive weeks.
However, this does not include the 28 weeks after the Tour Championship, so it must be 10 consecutive weeks of tournaments. I have confirmed this since I placed #1 after the FedEx Championship and when I started my second season, it said I have been at #1 for 28 consecutive weeks, but no achievement.

FYI, just to clarify further, it's 10 tournament weeks (events) in a row at #1, but you don't have to play the tournaments. I reached #1 at the TOUR Championship and got this achievement after the PLAYERS Championship, so it included the DLC tournaments as weeks at #1 in the streak.
