When in Oaklaville, there is a man sitting on the bench to the right of the hotel. once you have found his socks and completed his quest, he will sparkle.

Where's the sock?

To find the sock, start at the hotel and go left three screens to the end. A skeleton will give you glasses that allow you to see ghosts. Equip them. Go back one screen and you'll see a ghost at a shell game called "Sock in a Can". Beat the first game and you'll be rewarded with wet socks.

You can earn this in Oaklaville.
You'll need to complete the Quest "Missing Socks" before you can get this. Make sure you pick up the ghost glasses (go to the far left area from the starting point) as you'll need them for that Quest (see Strong as an oak (25G)). The sockman is sitting on the bench just outside of the Hotel. When you turn in the Quest, you may have to leave the area and come back before you can take his picture (he should sparkle before you do). When you can, take his picture and the achievement will unlock.
