Wore the sun hat, vacation shirt and sandals and removed everything else and it popped no problem for me

If someone is missing the vacation shirt - as I did - and doesn't know where to get it: You get the vacation shirt at the carnival games. It's the prize you get for 2 tickets.

Also, just be sure to wear the Sun Hat as opposed to the Sun Cap. I was wearing the Sun Cap and not popping this until I switched to the Sun Hat.

Sandals in the game are called flip-flops

Full vacation outfit (sun hat, vacation shirt, flip-flops) and nothing else then sit in a beach chair under an umbrella(not the one in your inventory) I recommend the one in between the ski boat and garden next to the water spider.

You will need four outfit items for this: The Ghost Glasses (obtained back in Oaklaville during the base game), The Sun Hat (found in Nana's tent), the Vacation Shirt (purchased in the Carnival Game tent for two tickets) and the Flip-Flops (dug up with the pickaxe on the screen with all the ghosts and fireflies)

Put all four of these items on and sit in any of the beach chairs throughout the island and you should receive this achievement.
