On the screen with the carnival tent, the campfire, movie screen and Arthur, you will find a mermaid in the water that is having a bad hair day who you can only see at night. Help her out with a water balloon to the face and she will sing a song for you. Once her song is finished, you can take her picture to get one of the three portraits on Basto and this achievement.
