In Oaklaville, when you go into the hotel, with your camera, look up at the celiing
I zoomed in, and it looks like a black void - I waited about 10 seconds and then I got the "focusing" round black circle appear and the achievement popped.

You can earn this in Oaklaville.
Head inside the Hotel and take your camera out. Point it at the ceiling (it'll be very dark) and move it around until you see two little eyes indicating that you can take a picture of something there. Snap a picture and this achievement will unlock.
