Simply miss one ring in the vortex race and you will qualify for a silver medal. You MUST miss a ring - collecting all of the rings will only unlock the gold medal achievement - not all three (Gold, Silver, Bronze).

These trophies do not stack and you will need to miss two gates and create the vortex to get the trophy. You can replay a level to get these trophies but you will have to replay all the zones in the level to get to the vortex race. Also you may want to go for the harder ones first as the races get more difficult towards the end.
