First of all, be sure you are in single player only.
The achievement is pretty easy to get, even without the dash ability. Pick up a few things in the starting area until you are big enough to pick up people. Grab the scientists in the starting area and then head out to the desert areas to the left and right of where you started. Both have a few scientists walking around that you can pick up. Then head into the center of the world, near the toll-gate building and grab those. Head further into the base to pick up the rest for the achievement.
There are more than 17 scientists in the zone so you don't have to track down every single one. The achievement pops as soon as you pick up 17 so you don't need to complete the level. If you know the layout and location of the people you can easily get them all before the countdown clock starts.

Looks like you can pick them up when your level 3. So I guess they mean by the time you hit level 7. I was level 5 and still got it. Two thumbs up !

The scientists are the people wearing the white suits. Since you start at size 2 you need to absorb all 17 before you reach size 6. Keep count of how many you absorbed and avoid destroying any large items so you don't grow much. If you fail, replay that zone and try again.
