DragonYen's solution is right but it can be done on Double Wide Damage level (i did it on this level). Just be sure to get 50 flyers (not more) on each of the two zones and achievement will pop at the end of the level (after destroying the totems). If you accidentally pickup more than 50 flyers just hit the start button, restart the zone and try again.

Get only enough Fire Flyers on each zone to open the gate and leave [I believe in all cases that number is 50]. If you accidentally pickup an extra on the way to the gate, run out of time or pause and retry the zone. People say this will only work on a level with 3 zones (so don't try Double Wide Damage). The achievement didn't pop until I had taken out the totems at the end of the level.
If you are doing this after completing the game, remember that pressing "B" will cause you to "dash". You don't pickup anything while dashing. You can use this to bypass everything on the way back to the gate, keeping you from getting extra unwanted flyers.

In all zones of a non-tutorial level you need to absorb the minimum number of flyers (50) and get to the load star with that amount, not one more or one less. You can do this by replaying any level. If you get too many on any zone press Start and replay that zone, don't head to the load star as that will make you have to replay any previous zones you had 50 on since this needs to be done in one playthrough of the level, although it doesn't matter if you're replaying the level from the level select screen.
