This is NOT cummulative. You need to have a balance of 100 million at one point.
However, this is story related. The task of the 4th misson on the USA campaign is to have a balance of 100 millionen within 25 years. The mission is called "The Call of Gold". When you finish the mission you will get this achievement.
The mission itself is semi-difficult. Connect all the plants that make sense either via train or via horses. When you have around 10 mil you can start building a road connection to the gold mine that is in the central top of the map. There is a very small path throzgh the grey canyon where you can build a road. Then just put a bridge across the river and connect to the gold mine. I was around year 1904/1905 when I had a route to this mine connected.
Use the fastest horse (the white ones) to bring the gold to the closest town. I placed them in badges of 10 until I head 50 horses on this route. Each gold-horse brings in around 350.000. I just let this run on fastest speed and I hit 100 mil at the end of 1909.
