Go to a Disc Station and buy any upgrade you want but make sure you have enough MB to buy the upgrade! After that the achievement is yours!

When at a Disc Station (on any level or the next you come across), buy any upgrade you want that you have enough MB for, once bought the trophy will be obtained

See "Digital Shopping Spree". You will get this after you have leveled up for the first time and visited a Disc Station (looks like a white glowing access terminal) to access the upgrade options.
