Right next to Twin #1 is Twin #2 in the warehouse. Once you unlock the first weapon from researching with Twin #1. Head on over to the weapon wall next to Twin #2 and equip the new weapon. The achievement will then pop.

Looks like this one is bugged for me.
UPDATE: I deleted my save data from the cloud and locally, and I was able to unlock the achievement.

While not strictly story related, you'll be introduced to the weapon rack after your second run. Use it to take a starting weapon with you on each run. The first time you do so, you'll unlock this.
