This treasure is known as the Strange Relic and is a homage to the Jak series, can be found near the beginning of Chapter 5. As you have yourfirst shootout of the chapter you'll make your way up a ramp leading to the walkway around the small area. Continue forward after running up the ramp to the nearest wall and jump to the platform/roof to the left. The strange relic will be sitting in the corner.
