Would like to thank Wriggy, who pointed out, this is in Chapter 7 for those who are doing this from the chapter select menu.
You can get this achievement when Kavin finishes making the Chicken Rasam and assumedly contacts his mother, when they begin cooking together.
To make the dosa
There is a flavour text here - Press
and select the middle text
1. Add the water on the stone
2. Reduce the heat
3. Add the batter
4. Spread the batter - you have to turn both analog sticks for this to spread
5. Add oil
6. Turn the stove up high
7. Click the dosa flipper to flip the dosa
8. Use dosa flipper again to plate the dosa
Now, Venba will teach Kavin to make Oothappam:
To make the Oothappam
There is a flavour text here - Press and select the middle text
1. Put water on stone
2. Reduce the heat
3. Add the batter
4. Spread the batter - you have to turn both analog sticks for this to spread
5. Add ghee
6. Add whatever toppings you would like except the chillies - I added everything except the chillies and it worked for me
7. Turn the heat up
8. Use the dosa flipper to flip
9. Use the dosa flipper again to serve the oothappam
And the achievement will pop shortly into the dialogue.

In chapter 7 you'll have to make 3 dosas. When you do the second one:
Water on the pan and turn the stove down. Add dosa batter and rotate. Add ghee and carrots and turn the stove to max. Use the dosa flipper to flip the dosa when it turns brownish. Wait a couple of seconds and use it again.
