The first time you enter the tavern in the Inner City, speak to the innkeeper. He will say you seem new in town, and then ask where you're from. If you lie or evade, you will miss this achievement. Tell him you're from the mountains, and when he offers you special cookies in a back room, follow him. Two Persian mercenaries are waiting to attack you. Fight and kill them, then question the innkeeper. When given the choice to forgive or fight, fight him (and he's tougher than he looks). Once he's dead, exit the tavern, reenter, and the achievement will pop. Inar from the Outer City market is the new innkeeper, and he makes everything from apples.

Note: This will only be possible the very first time you walk in and talk to the innkeeper. If you don't go in the storeroom this time, the option no longer exists. I had to reload an earlier save to see what I missed. Also, if you're going for the honorable ending achievement, you might need to forgive him, so bear that in mind when saving.
