The Wind Match Mini-Game can be found in Party Mode, as well as within the World Tour.

As the name suggests, the game is based around the idea of Wind affecting gameplay. To score points, you must maintain a rally and hit balloons. These balloons will cause the wind to change direction and/or increase in intensity.

To unlock the achievement you must simply hit three balloons in one game. This does not have to be done in one rally.

Go to Wind Match (in Party Mode or World Tour) and shoot 3 balloons. I am not sure but you can do that in several times but it's very easy to do it in one time.
