Should come naturally before the end of Act III if you are killing everything you come across - Ungors seem to be the goat/minotaur looking creatures (although I am not a Warhammer expert by any means).

You're correct, they are the goat looking beast men

While grinding relic hunts the default green biome (Nurgle's) spawns ungors.
