Very easy. After the opening dialogue at the steeltown entrance, walk to the right and you will see two guys watching television. They are behind the merchant, near a level 10 safe. Just talk to any of them and keep tapping A to skip the dialogue and achievement will unlock.

Just a heads up that after doing the final mission of the DLC (fighting the gangs) the two people in front of the TV were gone. Not sure if they might have died in the final battle or not, but this achievement then became unobtainable for me. Had to reload a save prior to the DLC completing to unlock it.
