Can someone tell me what I'm doing wrong? I can't attack NPCs at all, Or idk how to. I hit Y to attack but can't highlight them at all, instead can only target a heat lamp there.

Try to do that with another character, sometimes there is problem, this game is buggy as hell right now. Furthermore for explosive and shotgun, you don't need to target specific person or thing.
