Buy and equip the Dominator Chassis from the mechanic merchant in Ranger HQ. It will become available for purchase after dealing with Victory in The Psychopath quest.

Tricked Out? I'm still figuring that one out. It seems like there are some vehicle parts you can only get by making certain choices too so I'm not sure how those are counted yet.
