I'll be focusing on Act VI because it's the last act of the game.
Throughout this act you'll be chasing the Underboss through a partially constructed building. Don't worry about catching him, you can't until the part where you're supposed to. He'll send a lot of baddies at you but most of them are fairly weak.
The first tough part of this chapter is when you enter a room to see Underboss at the top of a ladder and 8 or so baddies at the bottom of it. This fight can be tough so fight defensively. Focus more on not getting hit than you do on actually attacking. Move around a lot and try to split the enemies up, only attacking when you're sure that you won't get smacked in the back half way through your combo. Throw baddies off the tower whenever you get a chance, and abuse the hell out of the counterattack system.
After that you'll have a few short encounters with Underboss himself. You'll want to focus on defense yet again here. He hits very hard so when you attack move it, hit him a few times, and then back out quickly to avoid his counterattack. Don't bother with full combos as they're usually more trouble than they're worth against Underboss. Don't bother attacking him from behind because his gear protects him. After he takes a fair bit of damage he'll run away.
In the final encounter with Underboss he'll pull out a flamethrower and jump on a set of suspended beams. Stay out of the center of the area or you're likely to get burned and take a lot of damage. To get him off the beams you just need to throw one of his minions at him.
NOTE: This is the best time to unlock the Vigilante achievement if you haven't gotten it already!

The Vigilante achievement in Watchmen: The End Is Nigh worth 14 pointsEliminate 20 bad guys in 101 seconds.
If you throw one of his minions at him and hit him he'll jump down and fight you for a bit just like he did when he was running away from you. Just use the same strategy against him again that I described above. If you get low on health just keep running away from him and you'll regenerate over time. After he takes some damage he'll jump up on the beams again and you'll have to throw another henchman at him. Just keep repeating this cycle and eventually the cable holding up the beams will snap and they will fall. Beat him down one last time and CONGRATULATIONS! You've beaten Watchmen: The End Is Nigh!
