How to unlock the Strong Arm achievement in Watchmen The End is Nigh - Definitive Guide
Grab a bad guy (with B) and angle your Left Stick towards another baddie, and you'll be 99 more away from unlocking this achievement. You'll have roughly a second from when you pick him up, and when you through him, so it's not too bad to get your aiming down. You might miss every now and then but don't worry, because this, along with several other achievements in this game, will eventually come during your multiple playthroughs of this game.
Additionally, for the bad guys that are being stubborn and wont allow you to grab them, simply "Stun" them first and then you will be able to grab them (you can stun them as well when you press RB + X but no "Counter Attack" is performed - you will simply spin around them and they'll seem confused).

The above strategy will work, but you want to try to maximize the amount of enemies you knock over with each throw. You can think of it like bowling; have the enemies you want to knock over being set as pins, and the ball being the enemy you throw.
To do this, you should clump them together. Clumping them by dodge-rolling them together might be annoying at first, but eventually you'll get the hang of it. You can also clump enemies by stunning them around one another, and they'll stay stunned, but this is more difficult in my opinion. Once the enemies are clumped as efficiently as possible, press B on a nearby enemy (the "bowling ball") and toss him into the clump (the "pins").
Also, for the "stubborn baddies" that block your throw attempts, I've found that simply RT-dodging behind the enemy works better than stunning, as you can use the maneuver to clump and additionally lead enemies towards your seemingly "open" back. Once you're behind the enemy, press B and toss him towards a clump or a few stray enemies.
Either way you're guaranteed the achievement, but I've found that stunning often takes too long and that the clumping, when possible, is quicker.
