Interesting that whilst the acheivement is obtain any rank, you need a rank A to unlock the next one, so in the main that is your benchmark.
Unless you are going for S rank, the A rank has some give in it, so by no means does your run have to be perfect (you usually have 20 seconds extra A compared with S).
I used the convertible at the start of all, but use airjack liberally, especially when your car is badly damaged. I avoided the bike as whilst it is quick, coming off it invariably messes up your run. Never bother shooting anyone (more enemies come anyway, so don't see the point), but make good use of the ram, and use the boost all the time. I found boosting best when I had been slowed in order to get back up to speed ASAP.
Most of the missions are relatively straightforward and you should be ok within 1 to 2 tries. When you start, always open the map to get a feel for the quickest way.
The hardest mission is actually the second last when they come at you in Panda outfits(!) and are very aggressive. What I did here was start in the convertible, make good time, then switched to a UPS van about half way - these things are beasts and take loads of damage, and with the time made up you should be fine. Good luck!

It might be helpful if someone actually posted how many Fugitive, etc missions there are so we know when we've actually found them all. x360a says 15, but I did 15 and the achievement didn't pop.

Holy hell. I finally went back to this game. I finished out the story and decided to start completing each fugitive mission again to see if it would pop even though I have S on all of them. Second one I did, I got S again without even trying and this popped. I guess it's not totally broken, just a little.

The best car is the Pontiac G8 for these. When you're against the police, just drive, because they're the least agressive of the 4, and as long as you keep a head of steam, they won't cause too many problems. The Los Lantos are similar to the police, in that its cars only. Run away, and use the occasional cyclone to stop the gunfire for a sec. The Chulos have bikers, so get rid of these quickly, the SMGs rip your tyres and tear your car to shreds quickly, and they're impossible to shed with speed, just hold down fire and these guys fall in one hit. The Romanians bring SUVs to the party, and the elastic AI makes it hard not to take a few hits. Be aggressive and hit the SUVs, it won't achieve much, but at least they're not hitting you. I wouldn't even bother cycloning later in the game, because two more appear almost instantly.
