You just need to progress through the story.
WARNING! This achievement is missable.
Once the 3 missions become available on your GPS (Balance of power: Romanian Battle, Balance of power: Lantos Battle and Balance of power: Chulos Battle) when you do one of these missions the other 2 disappear and you will not be able to do them again.
So make sure you save the game in 3 different slots before you start one of these missions. Once youve done the mission and you've got your achievement. Start>>Load>>Click another save slot that is saved before these missions. Then complete a different one to what you already have done.
This Achievement is for doing the mission Balance of Power: Romanian Battle.

A tricky achievement this that can be broken down into two parts;
Part one shoot your way to Radu's hideout. Not tricky, just take your time, use cover and abuse LT. If the screen starts going red hide to recharge your health.
The second section is hard as you have to chase Radu's down in his van and destroy it, whilst facing some serious enemy cars full off gun totting nutters.
When you initially catch up (I always took the Z4 like car) ease back as you can usually do quite a bit of damage before the other cars arrive - I usually managed to shoot out both guys in the back, plus one tyre.
It then gets very tricky as the other cars turn up, often resulting in your targeting focusing on them, not the van. The best way to do damage from here is to get in front a cyclone the arse off the driver (note the vans health at the top).
The problem with this level was not him reaching his destination, but always my car being destroyed so he got away. To counter this you will have to regularly use air jump. The enemy cars seem to keep coming no matter what so focus on Radu as shooting them will get you nowhere.
The biggest bit of luck I had here was commandeering a van/truck thing just like Radu's - it took one hell of a lot of damage, so if you see a big van definitely air jack this.
This section will take some time - took me about 45 minutes and about 10-15 retries (all due to destroyed car, Radu's got away)

What a terribly frustrating mission. I highly recommend taking the van when chasing after Radu. It can take significantly more damage and you can focus on ramming the shit out of Radu. Managed to get him pinned in an alley and his icon started blinking, showing that he could be taken down with one more vehicle melee, even though he still had half his health left.

Instead of ramming the Van to stop him from reaching his goal. You can shoot the driver in the back of the head once the doors of the van opens when the two guys in the back are shooting. Just take out the left one then shoot driver. He will instantly crash and mission will end.
