The earliest you can upgrade your ARMs (the weapons your party members use) is during chapter 1 at Jolly Roger (the second town). ARMs can be upgraded a maximum of 15 times but this trophy requires that you upgrade a SINGLE stat to level 5.
If you want to get this done early then I'd recommend making a backup save and upgrading one of the cheaper stats to level 5, such as HIT. Then you can reload your save and upgrade better stats (HIT is one of the worst).
