This is unlocked for completing the first dlc challenge 'Sniper Challenge 2'. Use the minimap to find the targets and take your time to shoot, because if you miss it will just cost you more time. But time isn't really any problem as there is no time limit it needs to be done in since one of the other dlc achievements is glitched.
