From the main menu select - Hot Seat - Single Rally - 2 Player - WRC - Henning Solberg and Petter Solberg - Any Rally of your choice (Rally New Zealand is the shortest) - 2 Stages

Yeah as the guy above me says, you can use 1 controller for this achievement even though it's "2 Players". This game mode is basically 'Pass the controller', if that makes sense.
