There are 13 countries in which rallies take place in the game.
All countries and stages are unlocked from the start of the game but i suggest that you concentrate on completing 'The Road to the WRC' as this achievement will unlock along your way.
The 13 countries and their respective rally titles are:
Corona Rally Mexico
Jordan Rally
Rally Of Turkey
Rally New Zealand
Vodafone Rally De Portugal
Rally Bulgaria
Neste Oil Rally Finland
Rally Of Germany
Rally Japan
Rallye De France
Rally RACC Rallye De Espania
Wales Rally GB
Rally Sweden
You can see how many countries of the 13 you have raced in the Statistics menu (Page 2 under 'Different Rallies Raced')

Concerning Spilner´s solution: The information in stats about the total of different rallies you have finished may bluff you. I checked my stats and had 13 different rallyes but no achievement yet. So i checked the details of every single rally and stage and saw that at the Turkish rally i had two races but no valid stage. After going to Turkey and finishing one stage i got the achievement.

Ok, sorry. I didn´t want to displease you with my comment. Your solution helped me to get on the right way for this achievement and so i was regarding on your solution and refer to your name.
