You will find a weapons dealer on Kamurocho Rooftops East who will sell 2 different handguns to Saejima for 230,000 yen and 120,000 yen respectively. Purchase a total quantity of 5 handguns as Saejima to unlock this trophy.

Pistols can be bought on the roof (the one on the bottom right) in a van store. The cheapest pistol costs 120,000, so you need 600,000 yen. You can do this - save, go buy pistols, get a trophy, exit to the menu, load back. As a result, there is a trophy and money is saved.
