Walking around the city you may notice flashing lights on the ground. The blue ones are keys for lockers, but the green ones with recycling arrows on them are garbage for recycling. The trash respawn instantly if you leave and return to the area, so you can farm the same spot 20 times and get this pretty fast.
The spot I used is the entrance to the sewers in the Kamuro Central Parking Lot. Once you enter the sewer there is garbage immediately to the right to grab, and then you just head back up the ladder and then back down again to respawn the garbage. Repeat x20

Trash respawns when you reload the area you're in. A good place is exit E in the underground carpark. There's some trash that respawns almost next to the exit. Just keep going in and out until you get 20 pieces.

To add to the above: this is the first (and the easiest) achievement you can unlock in Yakuza 4.
Can be obtained at the very beginning of Chapter 2.
Run forward on the Pink Street watching your mini-map. Once you see a *brown* icon with an arrow pointing *down* in the upper right part of the mini-map, head towards it. This is the underground parking's exit E located in the Pink Alley. Look for the white "E" sign for an entrance.
Once inside, walk to the right of the screen and you will see a pile of garbage bags. Interact with them to obtain a piece of "(whatever) garbage".
