To buy the Otaku Decal first you must reach racer level 25 which is the max level for Kiryu’s Taxi missions. You’ll get a lot of xp from just doing all of Kiryu’s regular Taxi missions which will give you a head start in buying upgrades for your taxi when you do the Devil Killers street races. If you still haven't reached max level by the end of the story just redo some races and you should be maxed out by that point. Shouldn’t take too long to get this but when you do reach that level go to the upgrade menu and buy the otaku/Itasha decal for 9,000 points.

I would recommend the 3rd to last race to grind the last bit of experience out.
After completing all main and sub taxi missions it only took me 3/4 races and they were quick and easy with an upgraded vehicle.

The Otaku decal becomes available at racing level 25.
If you didn't get to level 25 on your first playthrough, consider doing a New Game + and re-do the first few Devil Racer race missions. Each completed mission is good for about one level's worth of experience points.

Personally I only got to level 22 after doing every mission but luckily I first tried if "Free races" gave me any exp so I could still do it rather than listen to what this guide said.
Unexpectedly there's one new race there which isn't in the side story (against the last musketeer) and it's the hardest race if you want to do everything, I got exp for winning that which gave me hope.
I'm still 1 level from 25 at this point though with no new races and I had tried the easiest race some time before just to quickly see if I got any exp which didn't, but as my last option I tried racing the second to hardest opponent to see if that changes anything, and it did!
So I finally unlocked the otaku decal.
A tip though: Use chassis B and Hyper turbo while maxing the rest, much better than the last unlocks. Additionally save the secret moves (∆) for the last lap.
