This is obtained by completing Chapter 4 of Part 4. Honestly this is a super short chapter if you go straight through the story, with only a few fights and a thematic QTE being the final segment of the storyline for this part. I do not actually know if the QTE needs to be succeeded to progress, so keep the controller nearby. This is also the last segment before the Finale chapters.
