I got this at the beginning of Part 5 / Finale. In Kamurocho, north central part of the map there’s a purple building in the map menu “Yunosono Hot Springs”. Press Y in the Map menu to see list of all locations if you’re having trouble finding it. Enter and choose to play Air Hockey. First to 9 ends a round so just play three rounds.
I got credit for playing one round during one of Haruka’s idol side missions earlier in the game so only needed two here.

FYI: This cannot be obtained in the prologue to Part 2. The Hot Springs are closed at night, it turns out, which is the period during which the entire prologue takes place. Also, this achievement requires you to complete 3 rounds, so don’t quit out upon starting one.
