You can earn this while playing as Haruka as early as late in Part 3, Chapter 1. If you stay on top of the jobs, continue until it's time to return to your hideout. Then (if you had played them all) the achievement should unlock as soon as you select Sotenbori Love Check Quiz (Normal).

Doing everything I could as I went it unlocked when I started the Story Civic Event.

For some reason it unlocked for me once I started a handshake event in chapter 2 despite having done a lot of those already. So there seems to be a built in check somewhere, but it might not unlock for everyone in the same way.
