This is an incredibly easy achievement, it just requires you to complete the game to access.
When you beat the final 'boss', the credits will roll. You will be on the same square as in level 10, with the yacht now accessible.
From the top of the screen 9 zombies will appear and run towards the yacht. All you have to do is to kill any zombies who try to stop their progress. The survivors only have to run 20-30meters, it doesnt take long.
Just stand at the top of the screen, and when a survivor appears escort him to the boat. Once he's safe, go back to the top of the boat and repeat.

I saved all survivors on the last mission and this didn't pop, (but I got the chapter objective for saving them).
I believe your guide is incorrect.
I think this achievement is actually for saving all possible survivors on all levels.
I will be going through each level to save them all and report back if the achievement then pops.

So I just got the achievement and can confirm that you need to save all the Survivors throughout the missions. Basically at the end of the game while the credits roll all the survivors you saved during the other missions will run to the boat, (my first time there were only 4). This guide says there are 9 but I only counted 8 when my achievement popped.
It also doesn't seem to matter if you replay a mission and leave survivors behind/ let them die. I assume as long as you saved a survivor on previous levels at any point they will appear on the last level when you beat the game. Feel free to add any of this to your solution; I think its needed. . .

This trophy can be earned in level 10. After beating the last zombie boss, the credits will roll and you can still move your character and roam the level. You will notice that survivors will appear from the north side of the map and will run automatically towards the yacht.
