My solution is alot later in the level but it does work (got it first time just by thinking about it after reading the achievement description) but during the licence to kill mission there will be a forced stealth section later in the level.

When it begins you will walk through a door and two enemies will be on the other side wait until the one on the right walks away kill the enemy by the balcony will a silenced weapon or dart etc.

Then crouch and go around the corner on the right, hide behind the cover in front of you and look at the two enemies looking at each other simply hit the guy on the right with a shock dart this will affect them both failing the stealth section but unlocking the achievement.

I hope I have written a clear way to get this achievement remember it is the first FORCED stealth section of the "Licence to kill" mission good luck and remember save those darts for this moment.

To earn this achievement that's called "Positively shocking!", you must take out two enemies with one shock dart at the same time.

You can do this at the beginning of the License To Kill mission. Choose the level, select any difficulty you desire to play on, then wait a bit until the introduction scene for that level is finished. Once you gain control of Bond, you'll need to start making your way towards the fortress, making sure to take down the guards as silently as you can. On the left side of where you are positioned should be two guards blocking one of the entrances to the inside of that building. Switch to your shock dart by pressing Y and aim it towards the two men and then fire with the right trigger. If done correctly, both men should have received the shock dart and fall, nailing you the achievement. If that doesn't work, you can also go inside the aforementied building I spoke of, kill the three guards inside (one on the left, two on the right), then go to the exit that's on the left. There should be at least three other guards standing next to each other if you're quick enough. Make sure to equip your Shock Dart before moving forward and getting all three men in your purview. Two men should be standing on the left, with one on the right. Aim it at one of the two men on the left and fire the Shock Dart. If done correctly, all three should go down and that should also earn you the achievement as well.
