In the Main Menu, select "Penalty Shoot-Out".

Make sure to set the difficulty to Semi-Pro or higher (found under "Game Settings" in the menu before you start the shootout) and defeat

1. France using Italy for the 2006 Final Achievement

2. Germany using Brazil for the 2002 Final Achievement

3. Brazil using France for the 1998 Final Achievement

NOTE: Don't disconnect your controller during the game, it will corrupt all progress towards the Achievement.
