You can do this achievement in every mode, the easiest is to simply do a "Penalty Shootout" via the Main Menu.

SOUTH AMERICA:

• Argentina
• Brazil
• Chile
• Paraguay
• Uruguay

OCEANIA:

• New Zealand

Just select one team of your choice, beat all other 31 teams and don't forget to do a penalty shootout against the team you played with, too.

This Achievement can be done with two controllers. Make sure to set the difficulty to Semi-Pro or higher.
