When you go to Market Street to take care of the protestors, talk to the leader. Go right. Observe the Weather ROM. Head inside the Hassy Bar and talk to the barista. Ask if you could use the Weather ROM. When she says no, interact with her using the Business Card you got from Dekker at the Hospital. She will give you access to the Weather ROM. Go back outside and interact with it.

When you go to the left KOSS Building, to get the Maintenance Uniform out of the van, go to the right and interact with the KCOB Sign using the Zapper Gun instead of the Brick.
