I managed to get this on the first level, Pegasus. There were two places on the map where the spade unlocked where I had to use it to proceed, but once I finished all the Pegasus levels, the achievement unlocked.
Just make sure that you don't use the spade at all on those first few levels apart from the two places where you have to, and it should unlock.
