After much in the way of failure in getting this achievement, I found that the achievement description is misleading... after about 10 minutes of counting to 30 seconds in the midst of the map knowing that I was beating the clock. But at the end of one of the puzzle maps, I realized I was being timed, which allowed me to put two and two together.
To earn this achievement, you must create 15 chains in the first 30 seconds of the map. I recommend making as many 3-long chains as possible in those 30 seconds. If you do no pop the achievement within the first 30 seconds of the level, restart the level and try again.

This one is fairly easy to do, just focus on lots of 3 long chains over and over. You may get this normally when playing the level or just aim to do this first then complete the level.
As you are selecting one try and plan/see the next to get etc and repeat until it pops.
