After much in the way of failure in getting this achievement, I found that the achievement description is misleading... after about 10 minutes of counting to 30 seconds in the midst of the map knowing that I was beating the clock. But at the end of one of the puzzle maps, I realized I was being timed, which allowed me to put two and two together.
To earn this achievement, you must create 20 chains in the first 30 seconds of the map. I recommend making as many 3-long chains as possible in those 30 seconds. If you do no pop the achievement within the first 30 seconds of the level, restart the level and try again.

I found this to be incredibly difficult using a mouse/keyboard/trackpad but once I got a touch screen tablet this was very easy.
I'd recommend playing this game on a touchscreen, the difference is really remarkable.
