The sniper rifle is found in the desert stage. From the beginning, head generally south and you will find a large cave.
You will know you found the right cave because you will see two enemies and a pen with a dog in it shortly after entering the cave. Continue through the cave heading in a general north/easterly direction. You will eventually find a room with many dogs and a large enemy. This is the dog handler, and you will get a separate achievement for defeating him.
Anyways, after you defeat him, do not exit the cave (to the north), instead head over to the right. There will be a few rooms, one of which has the sniper rifle in a glass case. Break open the case and pick up the rifle for the achievement.
